[Headlines] Seventeen inspection teams identified 99 major potential safety hazards, 17 enterprises in Shandong were suspended and 229 were punished.

　　Recently, Shandong Provincial Security Supervision Bureau actively implemented the deployment requirements of provincial Party Committee and provincial government, carried out law enforcement inspections in 17 cities, severely investigated and punished violations of laws and regulations in production safety, and created a high-pressure situation of law enforcement in production safety.

　　A total of 17 law enforcement inspection teams have been set up in the province, led by the Provincial Safety Supervision Bureau, with the participation of law enforcement backbone and authoritative safety experts from various cities. 413 enterprises in key industries have been inspected by means of law enforcement in different places and territorial implementation. A total of 5219 problems with legal basis have been found, and 99 hidden dangers of major accidents have been found. This inspection dispatched 4730 inspectors, temporarily suspended 17 enterprises, planned to file a case for punishment 229 enterprises, planned to file a case for punishment enterprise rate of 55.45%, planned to file a case for punishment of 567 illegal acts, on-the-spot implementation of 123 summary punishments. All the problems have been handed down in accordance with the relevant law enforcement documents, and enterprises are ordered to rectify them on the spot or within a time limit according to law.

In order to ensure the effectiveness of law enforcement inspection in Shandong, three measures were taken:

　　First, we should strengthen the executive power and implement the "five on-the-spot" working system. For the problems and illegal acts found in the inspection, feedback on the spot to the person in charge of the enterprise, make law enforcement decisions on the spot, issue law enforcement documents on the spot, conduct investigation and evidence collection on the spot, and implement simple punishment on the spot.

　　Two, we should strengthen the implementation of responsibilities and implement the trace management system. Before the inspection, the plan of on-site inspection shall be formulated to clarify the inspection focus and division of work; during the inspection, the problems found in the inspection shall be described in written records, handed over opinions in written form and confirmed by written signatures; after the inspection, the implementation of corrections and penalties for all problems shall be numbered one by one and the sales number by one. Establish and improve the "one enterprise, one volume" rectification file.

　　The three is to strengthen the process control and implement the daily dispatching day notification system. Provincial Security Supervision Bureau has set up general liaison officers, and inspection teams have set up full-time liaison officers, dispatching law enforcement inspection data of each inspection group daily, and informing each inspection group of law enforcement situation and problems the next day, so as to ensure strict law enforcement and standardize law enforcement.

　　Next, security supervision departments at all levels will take the concentrative action of eliminating and investigating hidden dangers of production safety, speeding up and tightening up law enforcement as the starting point, comprehensively carry out the major action of comprehensive improvement of production safety, and comprehensively inspect key industries such as chemical, mining and metallurgical enterprises. Accelerate the construction of double prevention system of risk classification control and hidden danger investigation and treatment, guide enterprises to establish double prevention system as soon as possible, and improve the ability and level of accident prevention.
